A letter to the Minister: Students Call for Transparency on Tuition Limit Policy Exemption

The Students’ Union recently sent an open letter to the Minister of Post-Secondary Education and Future Skills, Hon. Anne Kang, raising concerns about the Ministry’s decision to grant VIU an exemption from the Tuition Limit Policy, to allow program fees to increase by more than 2%. The Tuition Limit Policy limits tuition and fee increases to 2% each year. This policy was introduced to help students manage the rising costs of education. Our letter to the Minister highlights several issues with this exemption, which could have broader implications for students across the province.

Key Concerns Raised in our Letter to the Minister: 

Institutional Accountability
When VIU proposed fee increases, students were told by VIU Admin that the changes were fully compliant with the Tuition Limit Policy, with Ministry approval. However, they later discovered the exemption had been granted retroactively, without proper student consultation. This lack of transparency undermines trust in both VIU and the Ministry’s ability to enforce provincial policies fairly.

Policy Consistency
Allowing one institution to bypass the Tuition Limit Policy sets a concerning precedent. If other universities follow suit, it could lead to unpredictable and unaffordable tuition hikes across the province. These actions undermine the policy’s core goal of making tuition fees predictable and manageable for students.

Student Representation
The Ministry’s decision relied on VIU’s reports of student consultation, without verifying whether those consultations were truly representative. VIUSU, as the official student body, argues that relying solely on institutional reports creates gaps in ensuring students’ voices are authentically heard.

Financial Impact
Beyond policy concerns, students emphasized the real financial strain that this exemption places on students. With rising costs of living and inflation, any increase in tuition or fees beyond the 2% cap makes education even more financially challenging for students who are already struggling.

Looking Ahead: What Needs to Change
We are calling for greater transparency and a reaffirmation of the Ministry’s commitment to the 2% Tuition Limit Policy. We urge the Ministry to engage in a discussion about the broader implications of granting such exemptions and how to ensure fairness across the province.
